Turns out the answer is Microsoft’s API throttling. During peak load hours Microsoft denies access to its APIs to balance the load on their servers.
This is known as Microsoft Throttling and it causes a few symptoms you might hear reported, like having your OneDrive backup connections dropped before they complete, and OneDrive synchronisations with lots of small files take an inordinate amount of time.
